The dense tropical forest and reddish-brown elevations of Lote, situated along India’s western shoreline, give way to a small hill where a factory looms under the open sky.

This industrial unit is largely newly built, but its machinery is far from new: it originates from the defunct Miteni plant in Vicenza, Italy. Miteni closed down in 2018 following one of the worst ecological controversies in the country’s recent history: after years of manufacturing Pfas forever chemicals, the firm’s leadership was brought to trial for polluting water sources in an region inhabited by 350,000 residents. In June, its former executives were convicted at the Vicenza court of environmental damage and additional offenses and given prison sentences, with appeals anticipated.

Understanding PFAS: Toxicity Levels and Exposure Routes

Nevertheless, the entire operational setup, its intellectual property and methods – all required components to produce Pfas – is now located at Lote Parshuram MIDC, a large industrial zone thousands of miles distant, wedged between local communities and groves of trees. And the plant has recently begun to resume PFAS production.

A Toxic Legacy

Once known for its expertise in creating methods for specialty compounds, Miteni is now infamous for the toxic legacy it left behind. In 2011, researchers found extraordinarily high levels of Pfas in the plant’s wastewater. Numerous of residents had been exposed through drinking water.

The worst-affected were Miteni’s own workers. Ilario Ermetti, 69, who worked for decades in its specialty chemicals division, displayed among the top levels of Pfas documented in human blood. “When the story came to light, I reviewed a list of medical conditions related to PFAS, and found out I had them all,” says Ermetti.

High levels of Pfas in the bloodstream are associated with higher chances of cancer, heart conditions, liver and kidney damage, fertility issues and additional ailments. Ermetti is presently recuperating from a recent surgical operation.

Community Concerns

Michela Piccoli, 51, a nurse and campaigner with Mamme No Pfas, started organizing after discovering her children’s blood showed elevated amounts of persistent pollutants. When she found out that Miteni’s patents and equipment were being transferred to India, she was shocked.

“Being parents, as females, our anxiety has increased,” she said. “Because our children are everyone’s children.”

Business Shift

Following Miteni’s insolvency, its holdings were acquired in 2019 by Viva Lifesciences, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the sole participant in the open sale. By early 2023, the complete machinery was travelling on freight ships en route to Mumbai. Meanwhile, Laxmi was promoting its recent purchase to investors. Records of investor gatherings indicate that Laxmi’s management downplayed ecological worries, with its president, Harshvardhan Goenka, stating that Miteni was “doing everything legally in compliance with European standards”.

Goenka is one of the three men on the directorate of Laxmi Organic Italy, a company founded in 2021. Another is Antonio Nardone, the last chief executive of Miteni, who was convicted of environmental pollution and financial misreporting at the June trial and sentenced to six years and four months in jail. According to a former mid-level manager requesting confidentiality, Nardone was traveling for work to India months before the company went bankrupt.

Although Laxmi purchased Miteni’s assets in June 2019, the environmental assessment report for the building of the factory in Lote reveals that in March 2018 the firm was already planning to commence manufacturing fluorochemicals compatible with Miteni’s product list. Laxmi Organic Industries declined to answer requests for comment.

Growth Plans

By 2021, Laxmi’s plan clearly outlined the objective to “capture [the] market share of Miteni” and emerge as a top player in the manufacturing of PFAS and specialty chemicals. Shipping records indicate that, to get approval on the quality of the chemicals, in 2024 Laxmi began distributing test batches to companies with previous commercial ties with Miteni, such as BASF, Chemours, DuPont and FMC.

From the beginning of 2025, Laxmi’s site in Lote Parshuram has been fully operational, manufacturing substances that will be utilized for pesticides, medicines, dyes, beauty products and other products.

Environmental Oversight

Investigations demonstrate that concentrations of persistent pollutants in the ecosystem are alarmingly high, especially near manufacturing facilities. But even though international attention is growing, in India the matter is not yet a policy priority.

“If we look at the regulations, [Pfas] is absent in those standards. It’s not recognised by the national authorities as of today,” said Rajneesh Gautam, an environmental chemist at the Swedish University of Agricultural Sciences. “Autonomous study teams across India have performed research in different states. But this work are limited in scope, and there are still only a handful.”

Regional Consequences

Parineeta Dandekar, head of the regional environmental group, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was established in 1986, “the livelihood of fishing populations in this region totally deteriorated,” she said.

The chemical district is served by a shared effluent treatment facility that has been frequently criticized.

“Nearby communities have consistently reported that it’s not working properly,” said Dandekar. “During power outages, a common occurrence in rural Maharashtra state, the plant cannot function and industries discharge contaminated effluent directly into the streams.” Regulatory bodies have issued several warning letters to the plant in the past few years.

Global Implications

In the EU, the regulatory agency is reviewing a proposal to ban the production, importation and use of over ten thousand persistent compounds. This attention may be driving the sector to the global south, according to Claudia Marcolungo, a legal scholar at the University of Padua. “I believe that this issue should be examined, because the reality that Miteni’s operations, patents and machinery have been transferred to a nation like India should prompt consideration, minimally, on the power that these multinationals have to move in countries where there is clearly a race to the bottom in terms of ecological safeguards.”

Ongoing Risks

Miteni has closed down, but the company’s toxic legacy continues – at the polluted location in Vicenza, and in Lote. The medical effects associated with PFAS manufacturing are expected to impact populations that are already struggling with an hazardous setting for generations.

“That region has experienced sufficient environmental destruction already,” says Dandekar. “Should additional hazardous firms move in, it’s perpetually concerning.”
